The U.S. does make certain exceptions. DUI's are the most common exception. The Theft Under conviction is normally a problem as it is a crime of "Moral Turpitude" according to U.S. law, meaning you would be inadmissible.
However, the U.S. has been known to make a specific exemption if there was one single theft under offence and if it met certain criteria. These details are beyond the scope of this forum and you ought to contact one of our senior consultants to discuss further. |

The answer depends on what you received as a sentence. I'm going to assume a fine and a prohibition of your license for a period of time. In this case you would be eligible 3 years after paying off the fine. The prohibition would not affect the eligibility.
You ought to apply for a Pardon a year prior to your eligibility, or in other words, two years after you paid your fine. |
